The most significant change to the new edition is a thorough overhaul of Chapter 5 in light of the Supreme Court’s decision in Loper Bright Enterprises v. Raimondo to overrule Chevron v. NRDC. The new version of Chapter 5 includes Loper Bright as a principal case, with extensive note material, and the new chapter also substantially revises the presentation of the material from the Chevron and pre-Chevron eras. There are other changes throughout—mainly new or expanded/revised notes, and additional citations to more recent cases and scholarly articles, but no changes to the overall structure of the book.
